How come the formaldehyde used to treat fabrics to make them non-crease doesn’t evaporate?

Here in NZ there’s a flap on because some fabrics have been found to contain dangerous levels of toxic formaldehyde, which is used on them to make them crease resistant. It has a boiling point of minus 20 celsius, so it’s a gas at room temperature. How come it doesn’t evaporate?
