How do you remove water resistancy from a water resistant fabric?

Is there a chemical or a mix of chemicals that can remove the water resistancy out of water resistant fabrics?

If so, how would you go about doing this process?

Would it damage the fabric?

   soak it in water…the “scotchguard” material will sooner or later release…

   WHY would you do this or want to anyway?

   Keep soaking it in warm water and the “water resistancy” will eventually come out without damaging the fabric. To waterproof it again, get “scotchguard”.
