I am in the process of wallpapering my bathroom with fabric. I have heard that I need to do it using liquid starch. Is liquid starch the same thing as corn starch mixed with water? If not, can I make it myself without having to buy the spraycans of it?

By flock effect I mean that raised, velvet-like finish often used to apply a floral pattern to textiles or wallpaper. I’m interested in trying to do it myself on a suit jacket or t-shirt. Is applying it a process that can be done at home or is it altogether more industrial (expensive machinery; noxious chemicals; etc.)?
